You must invade every planet. To dominate a planet, dispatch sufficient units to it. Once subdued, it will commence generating units for you (the larger the planet, the quicker it produces).
To deploy units, first select the “departure” planet by clicking/tapping on it; then press and hold until you have the desired number of units to send; next, click on your target. A rapid method to choose some troops from all your planets is to double-click/tap any of your own planets.
